Reproduced below, Kathy S. Chung's 1999 affidavit after she came up short in producing Chinagate-related documents from the computer of her Commerce Department boss. For years, the affidavit could not be found in the electronic federal court records system, until RealClearInvestigations noted the omission to a court records clerk.
