There are at least 26 pay-to-stay jails in Los Angeles and Orange counties in California, where well-off defendants do time at cozier city jails rather than traditional prisons. Meant to relieve overcrowding, the practice favors some serious criminals. Among more than 3,500 convicts were 160 defendants convicted of serious crimes including sexual assault and sexual abuse of children.
